A more detailed explanation of the issue and history is available if you search the forums. This issue has been discussed, at great length, here recently. Read all about it.
The short answer is that you won't find a public link anymore. It was once freeware, but was removed by the authors.
I noticed by your join date, that you are new. I think you will find that this forum is a friendly place. The search tool will help you find answers to most questions a new person would have. If not, go ahead and ask. We strive to make new members feel welcomed. Kyle

I wish they (TA) never release a true freeware license software again. Never!
They made a very bad example on freeware world and lead a bad fashion on MSTS community. If they don't take the advice. I am sure they can not block it again.
